Subscriber exchanges, sometimes called co-registration exchanges, are probably the best and definitely one of the easiest ways to add more free leads to your list. The first criterion that you should look for is the exchange rate. Good, effective exchanges give you 4 ads for every popup you show. The way they do this is by showing 6 to 10 ads on each popup.
These exchanges produce good, high-quality leads for your list. I have made dozens and dozens of sales with these leads.
